El informe precisa que el 5 de enero de 2026 el rector de la UNT aprobó el MCC 2026 con requisitos inferiores a los estándares mínimos exigidos por la Ley y su reglamento, lo que significó una reducción de los criterios de idoneidad previstos en el MCC 2021 y vulneró los principios de meritocracia y legalidad en el acceso a la función pública. A ello se suma que el MCC 2021 no fue derogado, generándose una coexistencia normativa que afectó la seguridad jurídica y la eficacia administrativa.
